Wesley R. Fishel provides Senator Mike Mansfield an elaborated report on the attempted coup d'etat in Saigon. Fishel lists the presumed reasons for the attack based on the lessening confidence in and distrust of the Ngo Dinh Diem regime, discontent among the rural population, and disagreement within the Army.
