- Nguyen-De describes to Wesley Fishel the possible Hanoi offensives based on political and military conditions in Cambodia, Laos, and South Vietnam. Nguyen-De argues that North Vietnam will soon negotiate with the United States because of the simultaneous war fronts and the international pressure towards pacific coexistence. A French version of the letter follows.
