Nguyen Van Hung critiques the Diem regime and methods described as "personalism." Hung also discusses the level of American foreign aid in support of the Diem regime. Hung requests that the new government follow democratic institutions such as public freedom, political and economic participation, and the right to work and education. A French version of the letter follows.
