General Note: News article from the Cleveland News on May 28, 1959 showing training participant Tran Thi Kim Sa working in the Law Library of the city. The caption under the image reads, "Exotic Law Library ... Attired in 'ao dai' (long dress) and 'guan dai' (long pantaloons, Miss Kim Sa Thi Tran is the newest staff member at the law library at City Hall. A native of Saignon, Vietnam, Kim Sa, 21, is learning about public administration work one day a week from Lee Wachtel, librarian. She's been here since last September and is a student at Western Reserve University."
