- Nguyen Huu Chau, Secretary of State in Saigon, writes an official declaration to the Chief Advisor of MSUG of Ton That Trach's visit to the U.S. under the Participant Training Program. Program faculty Stanley Sheinbaum then writes to Ralph Smuckler and John Dorsey to discuss further details of the declaration.
