General Note
The Vietnam Observer made a statement to The United Nations regarding relations with North Vietnam. It notes North Vietnam's increased activity in South Vietnam as a result of a bombing curtailment in 1968. It argues that South Vietnam opposes a reduction in bombing, will not negotiate with the National Liberation Front, and must be the primary party in negotiations with North Vietnam
