General Note
In this letter, Nguyen Tran writes to an American Senator to criticize the military approach taken by the Ngo Dinh Diem government. He argues that the United States should threaten to cut off aid unless the Diem regime adopts a new approach that Nguyen Tran feels will turn the tide of the conflict in favor of the Saigon government.
