General Note
In this letter to Wesley Fishel, Nguyen Tran writes that the conflict between Buddhists and the Ngo Dinh Diem government has reached a critical stage. He argues that it is an opportune time to replace the Diem government with one that can ease tensions with the Buddhists and fight a better war against the communists. He urges Fishel to support such a regime change.
