General Note
In this letter to President Ngo Dinh Diem from March 27, 1958, Nguyen Tran criticizes the regime's current approach to the rural insurgency and recommends a new approach based on espionage, counter-espionage, and indirect measures. He bases his recommendations on his experiences as a provincial administrator in Khanh Hoa and Dinh Tuong provinces.
