General Note
In this letter to Henderson Stockton, Nguyen Tran argues that many of the failed strategies that characterized the Ngo Dinh Diem regime's approach to rural insurgency have been continued by Diem's successor, Nguyen Khanh. He fears that Khanh's policies will lead to a greater militarization of the conflict, and he recommends the withholding of American aid unless Khanh changes his policies.
