General Note: A series of correspondence from early October to the end of December, 1960 documents the application and acceptance of Pham Chung for a Ph.D. grant from the Participant Training Program. Chung writes to Michigan State University inquiring after the scholarship, starting a chain of correspondence in which faculty discuss interviews with Chung, gaining approval from the National Institute of Administration, and pushing forward Chung's acceptance date.
