- General Note
- Pho Ba Hai writes a letter to Ralph Smuckler after hearing of him from his siblings Ambrose Pho Ba Long and Agnes Pho Thi Gia Khanh. Hai is seeking advice on how to transfer his knowledge of American legal systems to those in Vietnam, to which Smuckler replies in detail. The two eventually meet and discuss briefly the possibility of Hai studying under the Participant Training Program.
