- After receiving a request from one Nguyen Huy Long in Scranton, PA for a scholarship from the Participant Training Program, Director of the program Elsie Cunningham begins a series of correspondence with other faculty to determine his eligibility. A number of telegrams are including, attesting to Long's character.
