General Note: Faculty associated with the Participant Training Program correspond from early October to late November, 1959 to discuss the training of participant Nguyen Duy Xuan. They are particularly troubled by Xuan's desire to return to Vietnam and begin working at the National Institute of Administration before he completes his Ph.D. dissertation in the U.S. The faculty discuss that this is an on-going trend in training participants, but it appears that Xuan is resolute in his desire to return home.
