- Faculty of the Vietnam Project Participant Training Program correspond from November to December, 1960 to continue the decision process on potential Ph.D. scholarship recipient Le Canh Xuyen. Xuyen is eventually accepted and arretes for his training are issued by the Vietnamese government.
