- A packet of memorandums is created, starting with a document sent out by Ralph Smuckler, for members of the Vietnam Project Participant Training Program to evaluate the effectiveness of the Ph.D. training program. They discuss the completion rate of Ph.D.s, the adjustments faced by foreign Ph.D. students, the efficacy of the student selection process, the problems of maintaining contact with students, the caliber of students selected for the program, placement of students at schools in the U.S., and dedication of selected students.
