General Note: Acting Chief Advisor for the Vietnam Project Ralph Turner writes to Rector Vu Quoc Thong of the National Institute of Administration to inform Thong that more Ph.D. scholarships are available under the Participant Trainnig Program. Turner specifically mentions a number of potential participants: Do Quang Nang, Nyen Ngoc Bich, Nguyen Huy Long, Pham Chung, Pho Ba Hai, Ta Van Tai, Nguyen Manh Hung, Hoang Ngoc Than, Diep Quang Hong, and Nguyen Hu Chi.
