Photocopy of a letter from Colonel Will to the Province Chief protesting the ineffective company commander of the 992 RF Company at Tram Chim. This illustrates the kind of culture wars advisors could get dropped into. Basically, the 992 RF Company Commander, a Catholic, held the district chief, a Hoa Hao, in disdain and refused to support him in any way. The local Catholic priest had previously been a powerful local figure and used his prestige with his parishioners to countermand much of what the district chief ordered done. This was a case of strain between the local indigenous Hoa Hao population and a large population of Catholics who had come from the north in the 1950's and had been settled in Tram Chim. The Catholics had the ear of the province government and th Hoa Hao, generally, were less regarded.

The 992 CO was sent away for a couple of months, but he was soon back, promoted!
