Biographical / Historical
John O'Donnell joined the United States Army after graduating from Stanford University in 1956. In his first assignment, he served as a Cambodian and Laotian area studies specialist with the United States Army Pacific Command (USARPAC) Psychological Warfare Unit. He joined the United States Agency for International Development (USAID) in 1962 and served as a provincial representative in South Vietnam. O'Donnell was also assigned to the Far East Training Center at the University of Hawaii, where he trained USAID personnel for assignments in Southeast Asia. He later worked with the United States counterinsurgency program in Thailand and USAID's headquarters in Washington, D.C. He was a member of USAID's senior foreign service from 1982 to 1991. O'Donnell retired in 1991, but continued to work for USAID as a consultant in Latin America.
