William R. Ruth was born in San Francisco, CA in 1945. He joined the Army ROTC at San Jose State University. Once in the Army, he served for three years, seven months of which was in Vietnam. Ruth was stationed at Long Binh, Vietnam, and was the Company Commander of the 221st Signal Company (Pictorial). He held the rank of Captain while in Vietnam. In 1972, he was discharged. After Vietnam, he decided against making a career of the military counter to family tradition. Ruth continued his studies in Political Science, and later worked selling audio/video systems.
