RADM Rauch served in Vietnam from September 1968 to May 1970. On completion of his tour he was special assistant to the Chief of Naval Operations (ADM Zumwalt) for several years and acted as liaison on his mini-staff for Vietnam matters. During the turning over of assets to the Vietnamese he established the acronym ACTOV (Accelerated Turnover of U.S. Navy Assets to the Vietnamese) and acted as staff director for ACTOV and also held the position of Senior Naval Advisor. As liaison he attended meetings between Adm. Zumwalt and Adm.
