Scope and Contents
The collection consists of approximately 10 linear feet of material dealing with the issue of homeless veterans, particularly Vietnam veterans in the New York-New Jersey area in the 1980s and 1990s. The collection contains correspondence, news clippings, audio cassettes, and official and photocopied documents from various organizations and New York City and State offices including: Vietnam Veterans of America (Queens Chapter #32 and the VVA New York State Council); the Joint Veterans Council on Homeless Veterans; the New York City Coalition for Fairness to Veterans; the Mayor's Office of Veterans Affairs and the City of New York's Subcommittee on Veterans Affairs; the City of New York Human Resources Administration; the New York State Temporary Commission on Vietnam Veterans; the Veterans Upgrade Center of New York; the New York State Council of Veterans Organizations; and the New York State Department of Labor. Also included is approximately one linear foot of books, booklets, sketches, reports, manuals, General Westmoreland v. CBS legal documents, and pamphlets accumulated by John Rowan in his role as President and CEO of Vietnam Veterans of America. The materials are dated predominately 1976-1999.
Biographical / Historical
John Rowan is a Vietnam veteran who served with the United States Air Force Security Service. He has worked on homeless veteran issues since a report titled Missing in America was issued by the New York City Comptroller in 1982. Rowan was one of the chief developers of the first shelter designated strictly for veterans in the United States: the Borden Avenue Veterans Residence in Long Island City, NY. Rowan also served on the New York State Temporary Commission on the Readjustment Problems of Vietnam Veterans and chaired the Homeless Veterans Subcommittee, which outlined programs for rehabilitating homeless veterans. He has committed himself to nearly forty years of service with Vietnam Veterans of America (VVA) - serving as Founding President of VVA Chapter 32 in Queens, NY (1981-1983), as a Member of the VVA National Board of Directors (1983 - 1989), as President of the VVA NY State Council (1995-2005), and finally as President and CEO of VVA (2005-2021).
