Hundreds gather at the market place in the village of Minh Duc as a Vietnamese River Assault Group 31 River patrol craft provides security by patrolling up and down the Mang Thit River. Located in Vinh Long Province, 50 miles southwest of Saigon, the village was once controlled by the Viet Cong. Photocopy of a letter from Colonel Will to the Province Chief protesting the ineffective company commander of the 992 RF Company at Tram Chim. This illustrates the kind of culture wars advisors could get dropped into. Basically, the 992 RF Company Commander, a Catholic, held the district chief, a Hoa Hao, in disdain and refused to support him in any way. The local Catholic priest had previously been a powerful local figure and used his prestige with his parishioners to countermand much of what the district chief ordered done. This was a case of strain between the local indigenous Hoa Hao population and a large population of Catholics who had come from the north in the 1950's and had been settled in Tram Chim. The Catholics had the ear of the province government and th Hoa Hao, generally, were less regarded.

The 992 CO was sent away for a couple of months, but he was soon back, promoted!

US Navy Chief Gunner's Mate Edmund B. Canby, left, enjoys a meal with the Vietnamese aboard a River Assault Group (RAG) command boat. As an advisor to Vietnamese RAG 31, Chief Canby lives and works with his counterparts while on patrol and during special operations, even to the point of using the traditional chop sticks while eating. It is no easy trick for an American to pick up rice with Chop Sticks, but the Chief is an expert at it.

Photocopy of a letter from Colonel Will to the province chief explaining the MAT concept and listing all the thing MAT teams were supposed to do. It explains the mission agreement letter and how all this was supposed to proceed with close cooperation on all sides. I submit that paragraph 3 details a list of duties for a 5-man MAT team that would stagger the staff of an infantry battalion! When I see this I think, no wonder I was always tired and frestrated!
