Senators Urge Viet Ultimatum: Newspaper Article, September 13, 1963

In an article from a Michigan newspaper, Idaho Democratic Representative Frank Church, along with 21 other senators, call for an end to military and economic aid to South Vietnam unless it abandons its "policies of repression". This occurred the week after President Kennedy stated "it would not be helpful at this time" to reduce aid to South Vietnam President Diem's government. The article indicates that neither of Michigan's senators joined in the resolution.

A change in the resolution previously proposed by Idaho Democratic Representative Frank Church to withhold U.S. aid to South Vietnam until it ceases its "oppressive policies" was adopted by the Senate Foreign Relations Committee. The amendment states that "[f]oreign aid should be extended to or withheld from the government of South Viet Nam, in the discretion of the President, to further the objectives of victory in the war against communism and the return to their homeland of Americans involved in the struggle".
