The label on the bottom of the photograph reads, "At the rate of 1,100 lines per minute, this IBM 1403 printer at U.S. AID's Information Systems Center is producing titles issued under the Land to the Tiller law. One million hectares of riceland will be distributed to tenant farmers before the end of 1972. This machine, to keep up with the flow of applications from the provinces, prints 30,000 titles a month. The computer center puts out reports in both English and Vietnamese for more than 60 users, including Vietnamese government offices and the divisions of the world's largest U.S. AID mission.
