Approximately 14 linear feet of books, maps, museum objects, microforms, personal papers, documents from the National Archives and Records Administration (NARA) and other foreign archives, government-related publications, miscellaneous publications, photocopied books, and photocopied journal articles document the various research topics of Basil Rauch, who specialized in the studying Franklin Roosevelt's presidency. The materials center primarily on American diplomatic and military history involving Vietnam during the Roosevelt, Truman, and Eisenhower Administrations. Thus the dates of the materials begin around 1939 and end around 1983 with the bulk of the materials discussing the situation in Vietnam from World War II through the early 1960s. The materials are primarily in the English language, though there are documents in both Vietnamese and French.
Various preservation photocopies have been made for the original materials due to their poor condition upon arrival at the Vietnam Archive.

The collection consists of approximately 14 linear feet of materials documenting the life of Colonel Terry E. Rowe. The materials cover his early family life, his 30 year career in the U.S. Army (including his service in Germany, Vietnam, and Puerto Rico), his post-military career, and his time teaching in Vietnam after his retirement. The materials document Colonel Rowe's three tours in Vietnam: 1st as an ARVN advisor in Vietnam (August 1964-January 1967); 2nd as an Operations Officer with the 2nd Battalion, 196th Infantry Brigade (August 1968-August 1969), and 3rd as a District Senior Advisor (December 1970-May 1972).

Subjects include Civil Operations and Revolutionary Development (CORDS) and Village Self-Development. The materials include scrapbooks; photographs and images; slides; family history (biographies, genealogical information); articles and clippings; memos and correspondence; booklets; military orders; certificates; event invitations, schedules, programs, and planning documents; award and promotion citations; yearbooks; newspapers; periodicals; maps; records re: the 1960 Prix Le Clerc matches; bulletins; artifacts; guides, checklists, SOPs, and handbooks; song lyrics; immigration records re: Colonel Rowe's Vietnamese wife and her children; Christmas, greeting, and post cards; fact sheets and briefings; daily journals; propaganda leaflets; essays and academic papers; efficiency reports; unit histories; rosters; flyers and pamphlets; meeting minutes; letters of instruction; workbooks; speeches; training materials; posters; evaluation and other reports; newsletters; medical evaluation board proceedings; medical records; service records; jump logs; microfiche; and books. The James Dingeman collection is an integrated military history collection. Generally, the collection consists of books, periodicals, monographs, news clippings, photocopied articles and books, reports, and studies. The collection contains approximately 4000 books and 50 linear feet of paper materials. The following is a size estimate of the collection’s eight series, excluding books.

3. China 1 linear foot.
4. Defense Policy 5 linear feet
5. General Military 9 linear feet
6. Middle East 6.5 linear feet
7. Vietnam 13 linear feet
8. World War II 6 linear feet

Vietnam Series Scope and Content Note: The Vietnam Conflict series contains items relating to the anti-war movement during the 1960s, military procedures, and general information about the Vietnam conflict. This series also contains information about other Southeast Asian countries, primarily Thailand, Cambodia, and Laos. This series is comprised of news clippings, photocopied books, handwritten notes, and published materials. The periodicals and Government documents have been separated from the collection and are located within the Vietnam Archive’s periodical and Government documents holdings. The periodicals and Government documents are listed in a separation sheet and can be accessed if needed. The majority of periodicals are Ramparts, Liberator, Army, Harpers, Indochina Chronology, Indochina Chronicle, New York Review of Books, and some single issues from miscellaneous magazines. At this time the original order of this series has been maintained; however, additional loose paper items have been located and will be added to this series. After reviewing the new items, the original order may be changed in order to integrate the loose papers.

Two linear feet of Uncorrelated Information Relating to Missing Americans in Southeast Asia donated to the Vietnam Archive by Wayne Jefferson contains information possibly relating to missing Americans in Southeast Asia. They constitute the documentation in this category held by the Department of Defense, the Department of State, and the Central Intelligence Agency as of 1 July 1978. This material is of varying reliability and even after intensive analysis could not be associated with specific Americans who were lost in Southeast Asia during the Vietnam Conflict. This information is published in a limited quantity in response to Freedom of Information Act and Privacy Act requests received by the Department of Defense from the families of Americans lost in Southeast Asia and from Members of the United States Congress. The entire substance of eleven documents has been withheld under one of more of the statutory exemptions set forth below; they also are listed under Section V of the index with citation of the applicable statutory basis for each exemption. In cases where segregating portions of documents to protect classified intelligence sources and methods would not leave an intelligible or meaningful remainder, summaries have been provided to convey the clearest possible explanation of the substance of the information contained in the classified record. The index references specific exemptions that apply to particular deletions from listed documents otherwise provided.

Exemptions include:

Title 5 U.S.C. 552 (b) (1): Matters specifically authorized under criteria established by an Executive Order to be kept secret in the interest of national defense or foreign policy and are in fact properly classified pursuant to such Executive Order.

Title 5 U.S.C. 552 (b) (3): Matters specifically exempted from disclosure by statute.

Title 5 U.S.C. 552 (b) (6): Personnel and medical files and similar files the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

In the determination made in each case the concerned agencies have sought to comply with both the letter and the spirit of the Freedom of Information Act, 5 U.S.C 552 (1976); the Attorney general's Memorandum on the Public Information Section of the Administrative Procedures Act, dated June 1967; and the Attorney general's Memorandum on the 1974 Amendments to the Freedom of Information Act, February 1975.
