Thuan, on behalf of the President, stated that Diem was very hurt by articles written by former MSUG members, describing them as unfair and objectionable. Seelye asks Thuan if he may correctly report the President's decision to a member of the Associated Press.

It is estimated that the SYP will not meet its original goals in student and youth participation, due to the novelty of the program. The Prime Minister of the Republic of Vietnam wrote two letters to all province chiefs. The first one is in regards to the suspension of payments for lands purchased by farmers. A Vietnamese translation is followed by the English version. The second letter is in regards to the delay granted to farmers requesting recognition of their farming status. A blank copy of an application for purchase of government land is included as well.
