Lloyd Musolf, Chief Advisor to the Michigan State University Group (MSUG) reports on a recent meeting he had with South Vietnam president Ngo Dinh Diem. The president asked Musolf for his opinion on public administration in Vietnam, to which Musolf gave an opinion based partly on reports from Vietnamese civil servants. Musolf also expresses Diem's belief that the Youth Corps can do more by breaking up indifference and lack of initiative.

Guy Fox refers to a February 15, 1962 memorandum which described a meeting between himself, Alfred Seelye, and Vietnam Secretary of State Nguyen Dinh Thuan. Fox explains to MSU President Hannah that, although the meeting was cordial, Thuan relayed President Diem's hurt feelings towards articles by MSU Professors Milton Taylor and Frank Child, after having returned to East Lansing from Saigon. Fox goes into further details about other people Seelye met during his recent visit to Saigon.
