The report begins with a list of security events and the days they happened, followed by individual brief reports of the events. The events concern matters of traffic altercations, suspicious loiterers, and burglaries. A memorandum is included of a meeting between officials to discuss a recent bombing incident on October 22, and what measures should be taken for future protection. There's a copy of one letter in Vietnamese and English.
