This document contains an International Boundary Study on the "Demarcation Line" of Vietnam that was issued by the geographer under the US Department of State. The demarcation line was established under the Geneva Accords of 1954 and ran just south of the 17th parallel. This line called for demilitarization within several miles of each side of the line. This temporary line soon became the official dividing boundary between North and South Vietnam.

Wesley Fishel explains to Ngo Dinh Diem about a recent trip some Vietnamese ambassadors took to the United States and explains that while good, help will not be immediately forthcoming. Fishel explains that there are four areas of concern to the American government and businesses: weakness of leadership, slowing of democratic development, the security situation, and administrative reform and reorganization. Fishel also writes of M. Tran Van Chuong and the mistake of agrarian reform in Vietnam.
