The Michigan State University Group (MSUG) calls attention to a newspaper article mentioned at the United States Operations Mission (USOM), in which the age limit for participants to study abroad for longer than three months was raised from 45 to 48. Guy Fox reported that Dean Seelye suggested that he (Fox) should begin MSUG/USOM contract negotiations in Saigon. And the MSUG provided Government Accountability Office (GAO) auditors with a financial statement, in the event of a new contract.

At a recent United States Operations Mission (USOM) meeting, the subject of security came up with regards to travel outside of Saigon. Research activities were discussed, including case studies written by two Vietnamese personnel on bureaucracy in Vietnam and municipal administration in Saigon. Dean Seelye, in a meeting with Arthur Gardiner, Guy Fox and others, outlined conditions under which MSU would accept a new contract for continued service in Vietnam.

Lederle of Detroit in an April 27 letter, for including a note on the article.

More Than Pigs and Corn: New York Herald Tribune article, January 15, 1966

New York Herald Tribune staff member Tom Lambert reports on the long-range results of a plan implemented three years earlier by the U.S. Government: three pigs and a year's worth of corn were to be given to each of 5,000 Vietnamese families throughout South Vietnam, to provide a source of food and revenue. But, as Lambert reports, many of the families mishandled the gifts, making the plan seem unsuccessful. Lambert uses this as an example for reviewing other forms of aid to Vietnam.

This report focuses on American involvement in the program, and fiscal and administrative issues that have continued since the program's inception. An operations committee has been created specifically to concentrate on Saigon youth, and steps to reorganize the SYP were taken after Buddhist participants stated that they felt the Deputy Secretary for Field Operations was mishandling funds. The newly formed hierarchy of SYP administration, and lists of leaders, are included.
