For hamlet chiefs, the report ascertains whether landowners who have filed to retain farm land which they own, and which they say they are farming, are actually farming it. Three appendices, A. A report from the United States Operations Mission (USOM) in Vietnam, on aid to the peasant population in Vietnam. The report begins by stating that, due to the escalation of the war, the AID program was revised in 1962, giving more emphasis to counterinsurgency operations. Areas of focus include malaria eradication in over 5 million homes, economic aid, administrative arrangements for each province, self-help projects (such as the development of schools, wells, markets, etc.), and the public safety program, among others. Part of Tab C, and all of Tab D, are missing.
