A letter from Julius J. Kessler, Assistant Director in the Office of Contract Relations at the International Cooperation Administration (ICA) in Washington, D.C., to Edward W. Weidner, Coordinator of the Michigan State University Group (MSUG). Kessler writes a letter of intent for Weidner to continue with the MSUG, and to revise the group's contract to include additional staffing and salary. Weidner encourages MSU President John A. Hannah to write a formal letter of acceptance to Kessler. Hannah, in turn, writes to thank Kessler for extending the technical services contract another year.

Wesley Fishel, former Chief Advisor to the Michigan State University Group (MSUG) writes to MSU president Hannah after having returned from a trip to Vietnam, and Washington, D.C. Fishel reports on additional access he had been granted to files in Washington, and indicates another trip there will be necessary to do a more in-depth study of the files. Fishel also recounts a meeting in Vietnam with Secretary of State Nguyen Dinh Thuan, and Thuan's suggestion to remove MSU professor Jason Finkle from Vietnam as a result of reports made to American press.

Letter from John B. Wentworth to John A. Hannah, April 18, 1966

John Wentworth of Washington, D.C. writes to MSU President Hannah in protest of an editorial in the Washington Post which refers to the university's denial that it is in cooperation with the CIA, and that MSU has had a partnership with the CIA through the time of the Michigan State University Group's technical service work in Vietnam. Ã Wentworth suggests to Hannah that the college might redeem itself by disclosing financial connections with government agencies publicly. Ã Hannah, in an April 25 letter of reply, indicates that the university does already report expenses (including funds spent during the time of MSU's project in Vietnam), and includes Hannah's official statement on the allegations of connections with the CIA.
