A second draft of a report is created by Wesley Fishel concerning the status and administration of the Michigan State University Vietnam Advisory Group. Fishel discusses their technical specifications in terms of funding and personnel, as well as their rapport among other American groups in Vietnam. He gives a history of MSU-Vietnamese relations and the development of the program, and also discusses relations with Vietnamese government officials and the future need for MSU involvement in Vietnam. Fishel goes into great depth about issues between the MSUG and USOM's director Leland Barrows.
