A reporter from The National Observer in Washington, D.C., writes about the dispute that occurred over the presence of CIA agents in the Michigan State University Group (MSUG) during their time in Saigon from 1955-1962. This information came to light when an independent magazine, Ramparts, accused MSU of hiring the CIA agents "to engage in counterespionage and counterintelligence". The Observer articles states that MSU denies the allegations, citing quotes from various MSU faculty.

A report submitted in publication form by Kenneth Cox, Public Safety Advisor to the United States Operations Mission (USOM). In October 1965, a sampan (boat) purportedly carrying a metal-working lathe, heading down the Saigon River, was stopped at a checkpoint in Phu Cuong. Ã The sampan was searched, and the lathe was found under a load of unpackaged fertilizer. Ã The Chief of Police at Phu Cuong indicated that the lathe could potentially be used to manufacture weapons, and that two Viet Cong agents had taken possession of the sampan earlier that year. Ã The two Viet Cong agents were manning the boat, and were arrested upon discovery of the hidden lathe.

On January 7, 1966, two trucks were stopped by two National Policemen of the Second Precinct, Saigon Municipal Police. The passengers, two young males, were transporting trunks with false bottoms, concealing medical supplies. After interrogating the two young men, police learned that another young man and a young woman were separately attempting to transport hidden medical supplies.
