A series of correspondences are taken from a case on Lyman Rundlett, who was hired in July, 1957 by the Michigan State University Vietnam Advisory Group for the acquisition, approval, and instillation of equipment for the Saigon police department. These correspondences document the beginning of the investigation into whether or not Rundlett had a conflict of interest in the purchasing of equipment from certain companies. The letters at first warily discuss Rundlett's background and trustworthiness, and his expertise in the matter, and then the letters begin to question the restrictions he placed on companies during the bidding process. Inspectors from the International Cooperation Administration and the FBI eventually come to his office to investigate his correspondences and materials.
