Seelye indicates that if he does not hear a reply from Thuan by the 15th of February, the MSUG will not have time to stop phase-out proceedings. Seelye ends the letter by offering his highest esteem to the Secretary of State.

Associated Press reporter Malcolm Browne reports on the Michigan State University Group (MSUG) ending their contract with Vietnam, and leaving the country. Browne indicates that Alfred Seelye, MSU Dean of the College of Business and Public Service, returned to Saigon to try to persuade the Vietnamese Government to renew the MSUG's contract, but was unsuccessful. Browne also reports that the group is down to eight Americans, who are preparing to leave in the next few months.

The Agency for International Developement (AID) responds to allegations made by the independent magazine 'Ramparts' regarding Michigan State University's employment of CIA agents in South Vietnam. MSU President Hannah denied knowledge of the employment of these agents. A report in publication form, submitted by Public Safety Advisor to the United States Agency for International Development (USAID), William Hanscom. A Viet Cong support net smuggling medical supplies hidden in loaves of bread had been identified by First Precinct National Police after weeks of surveillance. Police arrested a suspect after he was observed leaving a house known to contain the cache of medical supplies, and boarding a bus headed for a province heavily infiltrated by the Viet Cong. Ã The suspect divulged information upon interrogation, which led to the arrests of 17 known members of the net.

Secretary of Defense Robert McNamara says that the United States would pay nearly $1 million per week to help support a program which would allow South Vietnam to add 50,000 men to its armed forces. McNamara also indicated that the U.S. troops in Vietnam that were training the South Vietnamese military would return home after their missions were completed. In Hong Kong, Ho Chi Minh warns the United States that they will suffer defeat if North Vietnam is encroached.
