Families of Vietnamese Political Prisoners Association (FVPPA) Collection (1849B) Finding Aid
The Families of Vietnamese Political Prisoners Association Collection contains 63 linear-feet of immigration applications, correspondence, and general office documents. The collection consists of Orderly Departure Program (ODP) Application Files, which document evidence of eligibility for immigration to the U.S. and other countries through the United Nations High Commissioner for Refugees’ (UNHCR) ODP, correspondence sent to and from the FVPPA, planning documents for reunions and celebrations, and general office documents. These records include: ODP application forms; sponsor letters; prisoner release documents; personal letters; photos; civilian identification papers; passports; birth, marriage, and death records; educational certificates; military records; minutes; agendas; legal documents; and other relevant documents.

Collection Introduction
The Families of Vietnamese Political Prisoners Association (FVPPA) campaigned for the release of re-education camp prisoners in Vietnam. The association’s records
document the individual stories of approximately 3,702 applicants for the ODP. In its work on behalf of political prisoners and refugees, the FVPPA undertook a public awareness campaign, an outreach program, and also acted as an information center for Vietnamese immigrants.

Provenance of the collection
In March of 2012 Mrs. Khuc Minh Tho, President and co-founder of the FVPPA, donated to Texas Tech University’s Vietnam Archive 63 linear-feet of documents created and collected by the FVPPA.

ODP Application Files Introduction
The application files are not in alphabetical order. The files are arranged in the order in which they were found in the original donation.

The applications contain individual documents that date from 1905 to 2001. The documents include: ODP applications; letters of introduction (LOI) from applicants and/or their sponsors; Vietnamese political prisoners’ Certificate of Release from re- education camp; personal letters; letters from family members; letters from sponsors; photos of applicants and their family members; copies of passports; copies of exit visas; copies of Vietnamese identification cards; residency and household records from an applicant’s local Vietnamese police department; marriage, birth, and death records; educational certificates; military training certificates; military awards; professional training certificates; letters of recommendation for employment; humanitarian operation (HO) papers; copies of alien resident cards; copies of Social Security cards; and medical records. When necessary, documents with personal information such as Social Security numbers and/or medical information have been removed and replaced with sanitized copies of documents.

Notes about Vietnamese names
The names of the applicants are written in the Vietnamese order: last name/surname, middle name, first name. If the applicant had a known alias it is noted on the file.

Arrangement
The name of the principal applicant is the name given on the file. The names of family members will also be listed. If the widow of a deceased principal applicant applied, the file is listed with her name first, followed by that of her deceased husband. If the children of a principal applicant were orphans when they applied, the file is listed under their names. Dates will be given in day-month-year order.

The files range from 1985-1999. The majority of application forms are from 1989- 1994. Another large group of applications are from 1996-1999 after the McCain Amendment (Section 595 H.R. 3540) was enacted in July of 1996, the majority of which are found in boxes 24-26. Most Amerasian applicants are found in boxes 24- 26.

An application form contains: the applicant’s name and date of birth, IV and VEWL numbers, their Vietnamese address, their sponsor’s name and date of birth and contact information; the relationship between the sponsor and the applicant; the
contact information of the closest relative(s) or acquaintance(s) of the applicant in the
U.S. and Vietnam; the military rank or U.S. employee position of the applicant; the names, addresses, and dates of birth of family members the applicant wished to have emigrate with them; and the dates and names of the re-education camp(s) in which the applicant was incarcerated.

Correspondence Files Introduction
The Correspondence series consists of 6 linear feet of letters, faxes, and emails sent from and to the FVPPA from 1974 to 2011.

Arrangement
The Correspondence series is organized into Incoming Correspondence and Outgoing Correspondence. The files within the series are arranged alphabetically by last name.
Vietnamese names have been put in order of first name, middle name, and surname to prevent confusion when viewed alongside English names.

Events, Interviews, and Speeches Files Introduction
The Events, Interviews, and Speeches series consists of 7 linear feet of documents from 1984 to 2012. The documents include planning documents and correspondence for events held or sponsored by the FVPPA, interviews of Khuc Minh Tho, and speeches given at the various events. The bulk of the collection pertains to the American Appreciation Day held in Houston, Texas in July, 1999, the Vietnamese Political Prisoners Reunion held in Dallas, Texas in October, 2008, and the Remember Our Heroic Father’s Day held in Washington, D.C., in June 2009.

Arrangement
The Events, Interviews, and Speeches series is organized by event, followed by speeches and then interviews. The events are arranged by the date of the event while the speeches and interviews are arranged by date if given.

Office Files Introduction
The Office series consists of 12 linear feet of documents from 1984 to 2010. The documents include minutes of meetings, agendas, FVPPA Board of Directors Election meetings, financial documents, reference and research material, template documents, contact lists, and general office documents. Important subjects include the McCain Amendment, Vietnamese refugees in the Philippines, Thailand, and Cambodia, resettlement to Canada, and the Amerasian Homecoming Act.

Arrangement
The Office series is arranged by the subseries mentioned above with each subseries in date order.

The documents include a roster of Navy chaplains for September 1970, a welcome booklet for the U.S. Naval Air Facility at Cam Ranh Bay, and two other booklets, one about the Navy in Vietnam and chaplains in Vietnam. Also included in the collection are copies of the Hai Quan (U.S. Navy) newspaper and the Sandpiper Familygram the newsletter of the U.S. Naval Air Facility at Cam Ranh Bay. The materials date from August 1970 through December 1971.

Finally, there is also a copy of Colonel Millard A. One linear foot of reports dealing primarily with topics on counterinsurgency and pacification document Vincent Puritano's service working with the United States State Department in Vietnam during the 1960s.

The collection also includes approximately two linear feet of documents, periodicals, maps, and books donated to the archive by Mr. Puritano's widow. The materials come from Puritano’s work with the United States Agency for International Development (USAID) in Vietnam in the early 1960’s where he was the Program Officer for the Office of Provincial Operations. The documents include reports, correspondence, and memos written by Puritano concerning budget expenditures, province operations, cadre development, and administration of the USAID program in Vietnam. The collection includes program budgets and annual reports, operations and organization manuals, and various instructional handbooks.

Items of note in the collection are a series of transcripts of debriefs of various parties working for AID to include senior administrators, province representatives, nurses, etc. The collection also includes an original hand colored copy of a report titled The Village Campaign or Vietnam Sociology of a War by Lieutenant Colonel Tran Ngoc Chau. The material is dated from 1950 through 1969 with the bulk of the material dating from 1960 through 1965.

He served with the 196th Light Infantry Brigade in Vietnam from September 11, 1969 through October 27, 1969 when he was killed in action. The letters date from September 20, 1969 through October 27, 1969. The clipping is a notice of Smith's death.

The clippings and newsletters relate to general POW/MIA issues as well as relating to Ransbottom's case. Also included in the collection are multiple volumes of 'Uncorrelated Information Relating to Missing Americans in Southeast Asia.'

Approximately 21 linear feet of military documents, journal articles, news clippings, interview transcripts, correspondence, photographs, maps, and audio records compiled by Dale Andrade to research his books "America's Last Vietnam Battle: Halting Hanoi's 1972 Easter Offensive" (2001), "Spies and Commandos: How America Lost the Secret War in North Vietnam" (2000), "Trial By Fire: The 1972 Easter Offensive, America's Last Vietnam Battle" (1994), and "Ashes to Ashes: The Phoenix Program and the Vietnam War" (1990).

These materials cover four main subjects: MACV-SOG operations, the 1972 Easter Offensive, the Phoenix program and NAVY special operations like the Seal Team, and Underwater Demolition Teams (UTDs) and frogmen. Materials of note are MACV-SOG command histories 1964 - 1970; end of tour and monthly reports for various advisory teams; transcripts of interviews with battle participants from the 1972 Easter Offensive; After Action Reports for numerous battles; history of the Navy SEALS dating back to World War II; and training materials, reports and analysis of the Phoenix Program.

One copy of a document titled 'Sadec Province: War and Rebuilding on the Mekong' written by Gordon Bare. This document is a history of Sadec province in the central Mekong Delta drawing on published and archival material, interviews with Army and State Department officers who served there, and the author's own experience as a Lieutenant in 1969 to 1970 engaged in both Phoenix and economic development advisory work. He traces the contemporaneous emergence of both the Viet Minh and the staunchly anti-Communist Hoa Hao sect of Buddhism in the 1940's and the decline of security through 1967 when the Viet Cong had a major base area in Duc Ton District and substantial control of most of the province after dark. The high attrition which the VC experienced in Tet 1968, the expansion of the Regional and Popular force militia, and a smarter counterinsurgency strategy by the U. S. and Saigon led to major increases in security in 1969 through 1970, which in turn permitted

During his tour Dufresne volunteered to work as a French interpreter for the 19th Tactical Air Support Squadron (19th TASS) and fly on FAC missions over Cambodia in support of General Lon Nol from June 1970 through February 1971.

The hand guard is damaged and looks like it has been struck by a bullet. The rifle also has a detachable metal magazine. This gun was captured by Lieutenant Colonel Brigham after the battle of Ia Drang.

Approximately seven linear feet of files concerning the crash of a C-5A Galaxy aircraft during Operation Babylift on 4 April 1975 near Saigon, during the closing days of the Vietnam War, killing 144 of the 301 passengers aboard. Most of those killed were Vietnamese orphans being airlifted out of Vietnam as this was the maiden voyage of Operation Babylift. The collection primarily contains court records and transcripts concerning the subsequent lawsuit filed by Friends For all Children, Inc. vs. Lockheed Aircraft Corporation contending that Lockheed, the manufacturer of the aircraft, was liable for the diagnostic examination costs of the children on board the flight. The organization of the collection follows the chronological order of the case. Box 1 contains the initial military investigations of the crash and the early consultations with the aviation exports for the law suit. Box 2 to Box 5 are the depositions and exhibitions from eyewitness, aviation exports, pediatricians, Lockheed Aircraft Corporation representatives, and etc. Box 6 and 7 are oversize boxes contain oversize deposition and technical reports.
